Dr. Pastra Arinze Etie: Leadership That Builds Institutions Is the Real Gift to Abia at 61
As Governor Alex Otti marks his 61st birthday, Dr. Pastra Arinze Etie, Group Managing Director of Bems Group, has described the moment as an opportunity to reflect on the kind of leadership that strengthens institutions and delivers lasting public value.
According to Dr. Etie, progress in government is sustained when leadership moves beyond short-term optics to the harder work of rebuilding systems, restoring confidence in public institutions, and enforcing operational discipline across government functions. He noted that this leadership posture is increasingly important in public finance and service delivery, where credibility and consistency determine outcomes.
Dr. Etie acknowledged the Governor’s role in creating an environment that encourages practical reform and system-led execution, stating that such conditions make it possible for delivery partners to contribute meaningfully to institutional strengthening efforts.
He expressed appreciation for the opportunity given to BemsSoft Hub Ltd to support revenue modernization in Abia State, noting that the focus of the Group’s engagement is on simplifying revenue processes for citizens, automating collections to improve transparency, and strengthening operational accountability through SmartAirs.
“Sustainable reform is built when leadership vision is matched with systems that work in the real world. Our responsibility is to help translate reform intent into operational reality that benefits citizens and strengthens public institutions,” Dr. Etie said.
He concluded by extending his best wishes to the Governor for good health and continued strength in service, expressing confidence that sustained attention to institutional capacity will compound into durable outcomes for Abia State and its people.
