
FACTORIES AND MAJOR INDUSTRIAL INVESTMENTS ATTRACTED, COMMISSIONED OR REVIVED BY GOVERNOR ALEX OTTI, OFR, SINCE 2023
Since Governor Alex Otti, OFR, assumed office on 29 May 2023, his administration has attracted, commissioned, initiated or begun the revival of several major factories and industrial investments in Abia State.
- ULTIMUM BEVERAGES LIMITED, OSISIOMA, ABA
This is a newly built beverage-manufacturing factory located at the Osisioma Industrial Layout in Aba.
The first phase of the facility, reportedly valued at about $35 million, was formally commissioned by Governor Alex Otti on 25 March 2026.
The factory was completed within the present administration and represents one of the clearest examples of a major new manufacturing investment that has become operational in Abia since 2023.

- ORTOPROFIL MEDICAL AND ORTHOPAEDIC MANUFACTURING PLANT
In August 2023, Governor Otti approved discussions with Ortoprofil, a Hungarian company, for the establishment of a manufacturing plant in Abia State.
The proposed factory is expected to manufacture prosthetic limbs, orthopaedic equipment, special footwear, medical materials and related products.
The proposed initial investment was reported to be approximately $1.5 million.
It is important to classify this correctly as a factory project under negotiation or development, not yet as a commissioned factory.

- NIMBEL SHAW $120 MILLION OIL-PALM AND AGRO-INDUSTRIAL INVESTMENT
The Otti administration attracted Nimbel Shaw and its international partners for a proposed $120 million investment in Abia’s oil-palm value chain.
The project is expected to involve the development of plantations, processing facilities and other components of the palm-oil value chain.
An agreement was reached following inspections of locations including Ohambele Palm Plantation and Ulonna Farm Settlement.
This is a major agro-industrial investment under implementation and should not yet be presented as a fully commissioned factory.

- PRESCO PLC $200 MILLION OIL-PALM AND PROCESSING INVESTMENT
Presco Plc has proposed an investment of approximately $200 million in large-scale oil-palm plantation development and agro-processing in Abia State.
The proposed investment is expected to cover thousands of hectares across locations such as Ozuitem, Abam and the Ulonna Farm Settlement.
The project is intended to establish plantations, processing operations and other supporting agro-industrial facilities.
It remains an attracted investment and proposed industrial development, rather than an already commissioned factory.

- PROPOSED $145 MILLION SOLAR-EQUIPMENT MANUFACTURING PLANT
Governor Otti has received investors proposing to establish a $145 million solar-equipment manufacturing plant in Abia State.
The proposed factory is expected to support renewable-energy production, industrialisation, employment and technology transfer.
As of 17 July 2026, this remains a proposed investment. It has not yet been completed or commissioned.

- ABIA INDUSTRIAL AND INNOVATION PARK, OWAZA
Governor Otti performed the groundbreaking ceremony for the Abia Industrial and Innovation Park at Owaza in Ukwa West Local Government Area on 30 September 2023.
The park is designed to accommodate a modular refinery, petrochemical industries, gas-processing plants, manufacturing companies, logistics facilities, commercial developments and residential facilities.
A proposed 10,000-barrel-per-day modular refinery is one of the major projects expected within the industrial park.
The Federal Government has reportedly granted approval for the establishment of the modular refinery.
The park and its component factories are industrial projects under development and should not be described as completed factories.

- STAR PAPER MILL, ABA AND OWERRINTA
The Otti administration recovered the moribund Star Paper Mill facilities in Aba and Owerrinta from the Asset Management Corporation of Nigeria.
The recovery was reportedly completed through a buyback arrangement costing the state approximately ₦2.5 billion.
The government’s stated objective is to revive the industrial asset, restore production and create employment.
Star Paper Mill was not originally established by the Otti administration. The correct claim is that the administration recovered the factory and initiated its revival.

- AFRO BEVERAGES LIMITED, ABA
The Otti administration has also pursued the acquisition and revival of the moribund Afro Beverages facility in Aba.
Reports indicated that the state had made an initial payment of approximately ₦500 million while negotiating the acquisition of the industrial asset.
The proposed revival forms part of the administration’s wider programme to recover abandoned industries and restore Aba’s manufacturing base.
Afro Beverages is therefore an industrial recovery and revival project, not a new factory originally built by the Otti administration.

THE RECORD MUST BE PRESENTED HONESTLY
The major newly constructed manufacturing facility clearly verified as completed and operational under the Otti administration is Ultimum Beverages Limited in Osisioma, Aba.
The other projects fall into different categories:
Some are major investments attracted through agreements and memoranda of understanding.
Some are proposed factories that are still at the planning or development stage.
Some are industrial parks and processing facilities under construction.
Others, such as Star Paper Mill and Afro Beverages, are old industrial assets being acquired, recovered and positioned for revival.
Therefore, the defensible claim is that Governor Alex Otti’s administration has created a more attractive environment for manufacturing, attracted substantial industrial investments, commissioned a major new beverage factory and begun recovering some of Abia’s abandoned industrial assets.
It would, however, be inaccurate to describe every investment announcement or memorandum of understanding as an already completed and operational factory.
