Emenike Vincent Onyembi has once again demonstrated the value of informed, evidence-based public commentary.

Rather than merely applauding Governor Alex C. Otti, OFR, he carefully connects the administration’s ongoing reforms to the recommendations of the 2023 Abia State Transition Council. His intervention reminds us that the true measure of a transition committee is not the elegance of its report, but the willingness of the government to implement its recommendations.

The reported digitisation of approximately four million land documents by the Abia State Government represents a potentially revolutionary step in the transformation of the state’s land and real estate industry. The Commissioner for Lands, Hon. Chaka Chukwumerije, has confirmed that the government is modernising land administration and other public services to improve transparency, service delivery and investor confidence.

This reform is much bigger than converting dusty files into electronic records.

It is about establishing a dependable digital foundation for property ownership, land verification, urban planning, mortgage financing, taxation, investment and infrastructure development. A functional digital land registry can reduce delays, eliminate unnecessary middlemen, limit opportunities for document manipulation and provide greater certainty for investors, developers and property owners.

Lagos has demonstrated the economic importance of automated land administration through its electronic Geographic Information System, which provides digital access to land information and supports the acquisition, documentation and verification of property.

Governor Otti’s administration appears determined to domesticate and expand this model in Abia.

When properly integrated with statewide mapping, modern surveying, transparent property valuation, development-control systems and efficient issuance of Certificates of Occupancy, this initiative could unlock Abia’s largely dormant multi-trillion-naira land and property economy.

Land is not merely physical space. It is capital.

When ownership is properly documented and legally secured, land becomes capable of supporting mortgages, business loans, housing projects, industrial estates, commercial centres, agricultural investment and increased internally generated revenue.

The significance of Onyembi’s article is therefore found in its ability to look beyond the immediate announcement and recognise the broader economic revolution taking place.

Governor Otti should be commended for receiving professional recommendations, selecting workable ideas and demonstrating the discipline required to implement them. Many governments establish committees, receive reports and subsequently abandon them in government archives. Leadership becomes meaningful when recommendations are translated into institutions, technology, policies and measurable improvements in people’s lives.

This is visionary governance.

This is the gradual conversion of Abia’s land assets into productive economic capital.
