THE 2031 DISTORTION: OTTI IS PAYING A 24-YEAR DEBT — NOT CREATING ONE
There is a difference between holding a government accountable and deliberately stripping a story of the facts that explain it.
The headline, “Abia pensioners reject 2031 timeline for gratuity payment,” creates the impression that the Alex Otti administration has casually postponed pensioners’ gratuities for another five years.
That impression collapses once the figures are put on the table.
FACT ONE: OTTI DID NOT CREATE THIS GRATUITY CRISIS
Governor Alex Otti inherited a staggering ₦61.8 billion gratuity liability accumulated over roughly 24 years.
The reported breakdown is revealing:
- ₦7.2 billion — gratuities accumulated between 2001 and 2010.
- ₦43.6 billion — accumulated between 2011 and May 29, 2023.
- ₦10.9 billion — liabilities from May 30, 2023 onward.
In other words, the overwhelming majority of this mountain of debt existed before Governor Otti entered Government House.
That is the inconvenient fact that should accompany every headline screaming “2031.”
FACT TWO: PAYMENT HAS ALREADY STARTED — 2031 IS NOT THE START DATE
This is perhaps the biggest distortion that must be corrected.
Abia State Government did not announce that gratuity payment would begin in 2031.
PAYMENT HAS ALREADY COMMENCED.
Verified retirees whose gratuities date as far back as 2001–2010 have already been captured under the payment programme.
THISDAY reported that beneficiaries had begun receiving payments.
Governor Otti also publicly confirmed that the administration had commenced settlement of gratuities accumulated from as far back as 2001.

So what does 2026–2031 actually represent?
It is the period over which the historic liability is being incorporated into the state’s Medium-Term Expenditure Framework and annual budgets so that the debt can be systematically extinguished.
That is financial planning.
It is not abandonment.
FACT THREE: MORE THAN ₦10 BILLION WAS EARMARKED FOR OLD GRATUITIES IN 2026
This was not something government invented after criticism started.
As far back as May 1, 2026, Governor Otti publicly stated that more than ₦10 billion had been earmarked in the 2026 fiscal year for the settlement of gratuity liabilities accumulated over about two decades.

So how can anybody honestly say the government merely pushed gratuity payments to 2031 when billions have already been budgeted and payments have already commenced?
FACT FOUR: THE OLDEST DEBTS ARE BEING TACKLED
The administration is prioritising some of the oldest verified liabilities.
That means people whose gratuities had remained unpaid since 2001 — through successive administrations — are finally being brought into a funded payment programme.
Let that sink in.
Some of these debts were already more than 20 years old before Alex Otti became Governor in 2023.
Those debts did not suddenly become evidence of Alex Otti’s bad governance simply because his administration finally quantified them and created a funding plan to clear them.
The proper question should be:
WHO ALLOWED THESE GRATUITIES TO REMAIN UNPAID FOR MORE THAN TWO DECADES?
FACT FIVE: GOVERNMENT IS TRYING TO PREVENT A NEW BACKLOG
This is another part of the story critics conveniently ignore.
Governor Otti has stated that workers retiring under the current system should receive their gratuities after the necessary processing and documentation.
That means the government is attempting to deal with two problems simultaneously:
- Clearing the massive historical backlog inherited from previous administrations.
- Preventing today’s retirees from becoming another generation of unpaid pensioners.

That is an important structural reform.
There would be little sense in paying gratuities owed since 2001 while simultaneously creating another backlog for people retiring in 2026.
THE QUESTION THE HEADLINES SHOULD REALLY BE ASKING
Instead of merely shouting:
“PENSIONERS REJECT 2031 TIMELINE!”
Why are we not asking:
HOW DID ABIA STATE ACCUMULATE ₦61.8 BILLION IN GRATUITY LIABILITIES STRETCHING ACROSS MORE THAN TWO DECADES?
Where were the screaming headlines when the debt was accumulating?
Where was the outrage when pensioners waited year after year without payment?
Why should the administration that inherited the mess and commenced payment suddenly be portrayed as though it created the mess?
That is intellectually dishonest.
THE PENSIONERS HAVE EVERY RIGHT TO DEMAND FASTER PAYMENT
Let this be made absolutely clear.
Pensioners are entitled to their legitimate benefits.
They have every right to demand that government accelerate payments.
They have every right to demand transparency.
They have every right to demand clarity on payment schedules.
Government should continue engaging them respectfully.
But there is a huge difference between saying:
“Pensioners want the repayment programme accelerated.”
and creating the impression that:
“Governor Otti has refused to pay pensioners until 2031.”
The two statements are NOT the same.
Indeed, even the report acknowledges that payments have commenced.

That distinction changes the entire story.
AND WHAT ABOUT THE CLAIM OF ₦32 BILLION PAID IN 2007?
If anybody wishes to rely on a claim that ₦32 billion was paid in retirement benefits in Abia State in 2007, then let the documentary evidence be produced.
Let us see:
- The audited accounts.
- Accountant-General’s reports.
- Appropriation records.
- Payment schedules.
- Names and numbers of beneficiaries.
- Bank or treasury records establishing the payments.
A figure of that magnitude should not simply be repeated because somebody said it.
ACCOUNTABILITY MUST WORK BOTH WAYS.
If documentary evidence exists, publish it.
THE BOTTOM LINE
Governor Alex Otti did not accumulate more than two decades of unpaid gratuities.
He inherited them.
He did not hide the liability.
He quantified it.
He did not merely promise payment.
He budgeted for it.
He did not say payment would start in 2031.
Payment has already started.
He is not merely paying old liabilities.
His government is also attempting to prevent new retirees from becoming another generation of abandoned pensioners.
So criticize the speed if you must.
Demand faster payment.
Demand transparency.
Demand accountability.
But do not rewrite history.
2031 IS NOT THE DATE OTTI WILL START PAYING.
IT IS THE OUTER HORIZON OF A STRUCTURED PROGRAMME TO EXTINGUISH A DEBT ACCUMULATED OVER MORE THAN TWO DECADES.
There is an enormous difference.
And facts must matter.
