The Import of Governor Otti’s Free and Compulsory Education in Abia
Ebere Uzoukwa, Ph.D
Education is the cornerstone of personal and societal development, empowering individuals to reach their full potential and contribute meaningfully to their communities. It unlocks the doors to better career opportunities, improved health outcomes, and increased civic engagement. In recognition of its transformative power, Governor Alex Otti has made free and compulsory education a top priority in Abia State.
Governor Otti’s Education Policy Trust is built on the principle that education should be affordable and accessible to all Abians and residents. This commitment is reflected in the Abia State Child’s Rights Law 2006, which makes basic education compulsory for all children. To further reinforce this law, Governor Otti declared primary and junior secondary education compulsory and free, ensuring that every child in Abia State has access to quality education, regardless of their background or financial status.
The importance of this policy cannot be overstated, as it has the potential to break the cycle of poverty and inequality that has plagued many families in Abia State. By providing free and compulsory education, Governor Otti’s administration is giving children from disadvantaged backgrounds a fair chance to succeed and reach their full potential.
To ensure the effective implementation of this policy, Governor Otti has established a Government Taskforce to enforce free and compulsory education. This taskforce will not only monitor compliance but also arrest parents and guardians who fail to enroll their children in school or allow them to hawk or roam the streets during school hours. This measure is considered necessary to ensure that every child in Abia State receives the education they deserve.
In addition to making education free and compulsory, Governor Otti has abolished all forms of levies in Abia public schools, including Parent-Teacher Association (PTA) fees. This move aims to remove any financial barriers to education and ensure that every child in Abia State can access quality education without burdening their parents or guardians. This decision is a significant step towards achieving the United Nations’ Sustainable Development Goal 4, which aims to ensure inclusive and equitable quality education for all.
To facilitate the smooth running of Abia public schools, Governor Otti has introduced an Imprest account system, which will provide head teachers and principals with the necessary funds to manage their schools effectively. This initiative will enable school administrators to respond promptly to the needs of their students and staff, creating a more conducive learning environment.
Governor Otti’s commitment to raising the quality of education in Abia State extends beyond making education free and compulsory. His administration has implemented various initiatives aimed at improving teacher quality, including training and retraining programs, as well as special allowances for teachers posted to rural areas. These measures will not only boost teacher morale but also enhance their capacity to deliver high-quality instruction to their students.
Furthermore, Governor Otti has launched school renovation and retrofitting projects to create a conducive learning environment in Abia public schools. These initiatives demonstrate his administration’s dedication to providing quality education that prepares students for success in an increasingly competitive world. By investing in modern infrastructure and technology, Governor Otti’s administration is bridging the gap between Abia State’s public schools and their private counterparts.
With the 2025 budget allocating 35% of its provisions to education, it is clear that Governor Otti’s administration is committed to prioritizing education and ensuring that every child in Abia State has access to quality learning opportunities. As Abia State continues on this path, it is expected that the quality of education will improve significantly, empowering future generations to drive growth, innovation, and prosperity in the state.

It is clear that Governor Otti’s basic and compulsory education policy is a game-changer for Abia State. By providing free and compulsory education, his administration is giving children from all backgrounds a fair chance to succeed and reach their full potential. As the state continues to invest in education, it is expected that the benefits will be felt across all sectors, driving economic growth, social progress, and human development.
