
AS ABIA MOURNS FALLEN HERO SQUADRON LEADER AHAMEFULE AHAM MAN-UGWUEJE, GOVERNOR OTTI REAFFIRMS COMMITMENT TO WORKERS’ WELFARE, ACCOUNTABILITY AND DEVELOPMENT ACROSS ALL 17 LGAs

Abia State Government mourns Squadron Leader Ahamefule Aham Man-Ugwueje, a distinguished son of Abia whose death in the Nigerian Air Force aircraft crash in Igbokoda, Ondo State, has brought anguish to his family, colleagues and the nation. His service to Nigeria deserves lasting honour. The administration extends heartfelt condolences to his wife, family and all those bereaved by the tragedy.
As reported by The PUNCH on October 6, 2026, Governor Alex Otti, through his Special Adviser on Media and Publicity, Ferdinand Ekeoma, described the accident as “painful and devastating.” The Governor expressed particular sorrow that Man-Ugwueje died shortly after his wedding and conveyed the solidarity of Abia State Government to the affected families, the Nigerian Air Force and the Federal Government. Abia honours his memory with gratitude for his service and compassion for those he left behind.
Respect for service also informs the administration’s commitment to the men and women who sustain public institutions. Teachers, healthcare personnel and local government employees occupy essential places in Abia’s development programme. Their work underpins the education of children, the wellbeing of families and the delivery of services in communities.
On October 5, 2026, Governor Otti translated that recognition into specific measures at the World Teachers’ Day celebration in Umuahia. Responding to demands presented by the state chairman of the Nigeria Union of Teachers, Madu ChukwuJekwu, the Governor announced a ₦1 billion Teachers’ Appreciation Fund and directed its equal distribution among teachers. BusinessDay’s October 6 report also recorded instructions to settle outstanding check-off dues within seven days, pay salaries delayed by verification before the end of October and complete the processing of outstanding promotions within the same month.
The Governor further directed the reinstatement of disengaged teachers below the applicable retirement age of 65. His instruction—“Even if it is six months before retirement, bring them back”—affirmed the administration’s determination to protect eligible teachers from premature disengagement. These measures establish clear responsibilities for the relevant public officers and reinforce the place of workers’ welfare in the administration’s education programme.
Abia State Government maintains the same commitment to fairness in its relationship with local government employees. NULGE’s publicly stated demands concern salary arrears, promotion benefits and leave allowances; its warning action was scheduled for October 5–7. The administration’s position rests on responsible engagement, proper accounting of entitlements and respect for the workers who keep local government services functioning. The teachers’ measures address teachers’ obligations, while council workers’ issues remain a separate matter requiring their own documented outcomes.
Across the state, the administration’s development programme combines workers’ welfare with investment in public infrastructure. Roads connect that programme, while healthcare, schools, electricity and transportation give it wider reach.
On May 23, 2026, Premium Times reported Governor Otti’s account of 414 completed road projects, alongside 82 others under construction. In the same report, the Governor outlined investment in 277 retrofitted primary healthcare centres, comprising 200 funded by Abia State Government and 77 supported by the World Bank. He also identified hospital rehabilitation, teacher recruitment and smart school development among the administration’s interventions. This development agenda extends into the services communities depend upon every day.

This broader inventory demonstrates the range of interventions across all 17 local government areas, extending the development discussion beyond the separately reported 414 roads. The catalogue identifies completed, procurement-recorded complete, ongoing and initiated interventions, while accounting for shared infrastructure recorded under multiple benefiting LGAs. These documented investments reinforce the administration’s commitment to spreading development across Abia’s communities.
The published portfolio further demonstrates that breadth. Business Hallmark reported the administration’s release of a list containing over 110 completed and ongoing projects across infrastructure, healthcare, education, power, transportation and institutional renewal. The report identified smart schools, tertiary institution improvements, transport terminals and erosion control among the interventions. Abia State Government presents completed projects as completed and ongoing works as ongoing, preserving the distinction that gives its public reporting credibility.
The statewide healthcare programme illustrates the administration’s reach into communities. At Ngwu, Uzuakoli, on January 20, 2025, Governor Otti launched the reconstruction and remodelling of 200 primary healthcare facilities across Abia’s 184 wards. The programme places community healthcare at the centre of development, bringing investment closer to households across the state’s 17 local government areas.
Ohafia is part of that wider development footprint. During the June 17, 2026 presidential media tour, Commissioners Okey Kanu and Otumchere Oti identified the 67-kilometre Umuahia–Uzuakoli–Akara–Alayi–Abiriba–Ohafia corridor as a state-funded intervention improving connectivity between communities and the capital. Commissioner for Power and Public Utilities Ikechukwu Monday also reported completion of a 20-kilometre, 33kV power line terminating at a newly installed 7.5MVA injection substation in Ebem, with last-mile installations still being completed. These are identifiable investments with locations and stated stages of delivery.
Abia State Government equally upholds peaceful political participation. At the October 5 inauguration of the Labour Party Campaign Council, Governor Otti called for an issue-based campaign, rejected violence and stated that security agencies had been directed to provide a level playing field for all political parties. The administration’s position is firm: political competition must proceed peacefully, with public debate centred on programmes, achievements and the interests of Abians.
As Abia mourns Squadron Leader Man-Ugwueje, the administration stands with his family and honours his contribution to national service. Governor Otti’s commitment to workers’ welfare, accountable administration and inclusive development continues through the responsibilities entrusted to Abia State Government: protecting dignity, strengthening public institutions and delivering improvements across all 17 local government areas.
