A New Blueprint for Urban Development and Housing
Beyond road infrastructure, the government is executing an ambitious urban renewal strategy that includes significant housing schemes. Under a public-private partnership model, several housing estates have been earmarked for development, including the Mbara-Akuma, Ubakala, and Amakama Housing Estates . In a move signaling a break from the past, the administration has also undertaken audits and recovery of state properties, such as the Abia Hotels in Aba, Arochukwu, and Umuahia, which were allegedly handed over to cronies of previous administrations . This effort to reclaim and repurpose public assets is part of a larger vision to attract both local and diaspora investment and rebuild trust in public institutions.
A Stance Against Corruption and for Accountability
The Otti administration has publicly adopted a zero-tolerance policy towards corruption. Governor Otti’s style of leadership has been characterized by regular public engagement, fiscal responsibility, and a zero tolerance for corruption . His administration has taken action on this stance, including the dismissal of six officials in the State Ministry of Justice for “salary padding” . The administration’s approach to allegations has been to firmly deny any wrongdoing, characterizing criticisms as “politically motivated and unfounded” .
Transforming Education Amidst Scrutiny
The government’s “AbiaFIRST” education program aims to transform the sector through strategic initiatives focused on sustained investments in school infrastructure, teacher training, and the recruitment of quality educators . Governor Otti has stated that investing in education is “no longer optional but a consistent general outlay and has become a prerequisite for the achievement of the aspirations of any society” . However, this ambition has been met with public controversy. The government faced intense criticism and online backlash over a ₦7 billion “Smart Schools” project for 20 schools, with many questioning the cost and quality of the structures shown in photos. In response, the government issued a press release categorically denying that ₦7 billion had been spent, clarifying that the total project cost was less than that and was for the delivery of technology-driven schools equipped with modern skills like AI and robotics. To foster transparency, the government also organized a comprehensive 2-day media tour of 63 ongoing school construction and renovation projects across the state, inviting the public to see the progress for themselves.
Rebuilding Institutional Trust for a New Abia

A central theme of Governor Otti’s governance model is the rebuilding of public trust as a foundation for prosperity. The administration positions itself as a decisive break from the “squandered opportunities and crumbling infrastructure” of the past . By deploying a clear blueprint focused on infrastructure, transparency, and people-oriented development, the government aims to reposition Abia State as Nigeria’s model in urban renewal and economic development, sending a message that “Abia is open for business” . Otti has proven himself as a leader who understands that trust, capital, and prosperity are built on a foundation of infrastructure and vision .
