As Nigeria’s most rigorous subnational assessment, pSPI’s 37 KPIs across six sectors reveal not incremental change but systemic renaissance. Within this empirical landscape, Otti emerges as the architect of Abia’s redemption—merging technocratic rigor with transformative intentionality. The index dissects his leadership matrix across three pillars of revival.
Fiscal Foresight and Infrastructure Revolution dominate Otti’s governance blueprint. His administration ranks number one in capital expenditure per capita, deploying unprecedented investment to deliver tangible social and economic infrastructure for every Abian—outspending all 36 states and the FCT per citizen.
